ATI 7970 weird performance issue

Hi! i usually go for swedish forums to ask for help, but since they can't help me with this, i'm going international and trying over here! :)

so i recently upgraded my GPU to a Radeon HD7970 which i'm using with Phenom II 965 BE that i've overclocked from 3.4 to 3.8. But i'm getting huge performance issues, about 30 fps in games like Assassins creed 3 and Crysis 3.

I've read alot about this problem, and i've noticed that my CPU wont bottleneck my GPU more than slightly 3-4 fps and i should be getting a lot better fps.

i've looked into two problems that i'm aware of, my motherboard chipset driver is not available for windows 8 which i'm running and i don't know how to get it elsewhere (http://www.gigabyte.se/products/product-page.aspx?pid=3258#ov)

I'm currently using 2GB A-Data RAM x2 and 2GB Kingston RAM x2. Which means two different brands and 4 different RAM cards with low memory. They should atleast be around the same voltage, but the rest i don't know.


To sum it up, while gaming Assassins Creed 3 and looking out over the water and away from the map i get steady 60fps, but when i turn around and look towards the huge city it drops down to 25-30fps.

Please help me with any suggestions! This is my spec:

Motherboard: Gigabyte 790FXTA-UD5
CPU: AMD Phenom II BE X4 965 Processor 3.40 GHz, 4 Cores (OC to 3.8)
GPU: ATI Radeon HD 7970 3GB
RAM: A-DATA 2x2GB DDR3, KINGSTON 2x2GB DDR3
Hard drives: Intel SSD 120gb, SAMSUNG SPINPOINT 750GB F1 HD753LJ
PSU: 650W CORSAIR CMPSU-650TXEU
 
How are you coming to the conclusion that your CPU is not your bottleneck?

What resolution and quality settings are you using. Those can affect things dramatically.

What functionality are you expecting from chipset drivers that you are currently missing? Most chipset drivers are just for a few, specific aspects of the chipset now, such as the SATA controllers and SMBUS, and perhaps 3rd party controller chips.

Since your motherboard is based on an AMD chipset, have you tried looking at the AMD website for drivers? I did a quick run-through and AMD is not even providing platform specific drivers for the 790FX chipset. They simply aren't needed.
