Ati mobility radeon 4650 driver problem

I have toshiba satellite l500 laptop and ati mobility radeon 4650 graphic card in it . I play games like cs:go cs 1.6 but getting very low fps after I formatted my pc . I use razer game booster kind of programs and it says my graphic card driver is outdated. I checked for newer driver on ati's site downloaded and loaded but I still have a huge fps problem even in games with minimum settings . I am using windows 8 by the way . I checked my pc temperatures and it looks fine . So graphic card must cause all the fps issues . Help me please .

What is the exact model number of you laptop. L500 is the model category number but not the actual model number. There should be a model number printed on a sticker or the laptop itself, sometimes you have to remove the batter and look in the battery compartment.

Also, what is your windows version and are you running 32 or 64 bit windows?
