Probably not. A friend of mine was having massive artifacting on their HD 4850; mostly when normally loading Windows 7, but also had some issues in Safe Mode. I popped my HD 7450 in place of it, & the artifacting disappeared completely.
Their issue was simply the card going bad: it was 4-5 years old, & it was installed in a Dell Studio XPS 435mt (the one with the custom Dell mobo, & the sole PCIe x16 slot puts the video card facing the bottom of the case with maybe less than an inch of clearance).
I'm assuming you probably picked the card up used -- despite having that much RAM & the heavier-duty memory bus, its architecture is at least 2 generations behind the current cards (i.e. 7850). So, if you put it in another PC & you're...
