ATI Radeon 9600 XT broken

After a few years of being non-operational, I decided to reuse my old desktop computer. The graphics card seems to be broken: blurry rectangles are showing up symmetrically over the screen, regardless of the OS. A screenshot of the error can be found here: http://pc.cd/T1GrtalK
The graphics card is an ATI Radeon 9600 XT. Any idea how to fix this issue?

Most likely, the best way to fix that....it to buy a new graphics card.

That looks like classic graphics card failure.

I don't think you will "fix" that.

....and I don't think anyone will fix that "for a reasonable price".

You don’t, it’s a hardware failure.

Graphics card has failed. As far as I know people don't repair GPU's. All you can do is buy a new card.
