ATI Radeon 9800 PRO showing vertical lines as desktop icons

Hello, in this machine is an agp ATI Radeon 9800 PRO video card. The desktop has five or six icons that show up as vertical lines, I've taken the card out, reseated it, uninstalled drivers, reinstalled drivers, and even tried other video cards, with the same problem. However, when you boot into safe mode, the problem is not present. Any ideas?

I do apologize, the OS is Windows XP Home, and the machine is a Dell Dimension 8300 which I'm sure the video card came with, as the drivers for the card were on the driver list from dell when I punched in the service tag.

Ok, seems a system restore fixed it. *boggle*

Maybe not. Seems that when the generic VGA drivers are being used, the problem is not there, but as soon as you use the proper driver for the video cards (i used the ati and then a geforce) are used, the problem returns. I'm really at a loss.
