I Will start out by saying I did having it working and scaled to full screen, using same computer running windows 10.. However I did something where I had to reinstall my operating system. and after finished that process I noticed the graphics scaling did not fit the screen again it was too small with the notorious black boarder all around the display. I know it does work because I found a thread that described how to do it... however, after reinstalling my operating system I could no longer find this guys thread.. I DID see a million others posting similar work around and others claiming they work, I have tried it a million times (maybe 20) and its not working this is my process, but its not the EXACT same way I did it before. To get full catalyst menu option for scaling i do this...
1 - Download AMD Legacy 13.4 for 7 - 8 - 8.1
2 - Go to programs and features and delete any previously installed catalyst. and search program files for any AMD files and delete them
3 - I restart My desktop
4 - Then I look up the 13.4 beta version and click run in compatibility mode
5 - I select ran on previous vers. Then select Win. 8 then test...
6 - I go through the whole set up
7 - Once it has completed, I go to Device Manager click on display adapter, click on ATI 4300/4500 and select update
8 - The I select update from files in my computer
9 - I find AMD file select W8_inf then click next
10 - when it goes to update it stops and says the best driver has already been installed. However when i go to open the catalyst it says, catalyst can not open there are no features to adjust etc... (paraphrasing) I know it works but I can not for the life of me find the guys thread that i read to get it working... i know in his description there was a disconnecting the computer from the interenet. but again I cant find it and im going BANANAS..!!
