What do you recommend taking it clear that I want to save as much money as you can as I need to change the Mobo. and there is as much difference between the two? since practically amount to the same thing and I'm confused.

280X is the same as a 7970, slightly better than a 7950. Recommend the 280X.

Go for the 280x, you will get better performance in a reasonable price bracket. A cheaper 280x will only run about $40 more in the US

+1 for the Sapphire R9 280X Dual-X OC http://www.amazon.com/gp/product/B00FLMKNE0. It's a whole tier above the 7950.

HD 7950 = R9 280
HD 7970 = R9 280X

Definitely go for the R9 280X since it offers the performance of a Radeon HD 7970 which is notably faster than a 7950. But if you can, I'd advise you to go for a R9 290 since you can find them under $270 now.
