$200-400 is too large of a range to consider any kind of value I'd say -- it really depends on what you're looking to spend in around $50 increments and what your looking for as far as features are concerned.

Spending < $70 = HD 4650/4670
Spending < $110 = HD 4770/GTS 250
Spending < $160 = HD 5770/4870
Spending < $200 = HD 4890/GTX 260 Core 216
Spending > $300 = HD 5850/HD 5870
Spending > $500 = HD 5970/HD 5870 CrossFire

The GTX 275 has no reason to be considered (in light of the HD 4890) and neither does the HD 4850X2 (in light of generally sucking).
 
I voted the two DX11 cards. Both have excellent power consumption (especially idle) and with DX11 right around the corner, it seems important for gaming performance. If you can't get them/don't like them, then I'd suggest waiting and saving up your money, as you never really 'need' a gaming card, so why rush.
