prolly ATI Discrete Cosine Transform, which is used in decoding DVD streams.

Nope:

Atictct.exe = ATI Device Detection Application

I don't have a clue, but I removed it from startup and it didn't break
anything yet.

I've noticed that some people have a double entry in the registry(error) so
it doesn't load, while others have it load and it doesn't work.I edited the
registry to give it the correct path, it loaded and didn't work. An ATI
glitch, yet no one seems to know WTF it is does.
