I used the ministers to set my attack vector and instead of being where
it should, all my VCRs were 180 degrees off.

Anyone else see this?

IIRC the attack vectors in the client display doesn't match those in
the VCRs. Important is that they were all at the same. If you fiddle
around with it a bit in diplomat or sims, then you may discover how
they are related.
