attempted execute of noexecute memory

So yesterday I went to sleep woke up this morning and I keep getting a blue screen that says "attempted execute of noexecute memory" My computer won't start in safe mode, it won't go to windows or anything. I tried to install a fresh copy of windows that didn't work it started getting stuck on preparing windows. So I reset cmos that didn't work idk what to do. I'm stuck and can't fix this!!! Help please
 
Ok. We'll try to kill this error a different way then.

Boot up and press SHIFT-F8 again.

Refresh your PC.

Nothing gets lost. It should refresh every Windows file. Im not sure it will fix this problem, but its worth trying.

If that does not do the trick, I want you to select Advanced Options like you did earlier, but then select Automatic Repair.
 
Mark I did both options and it let my windows load up too 100% then got right to the welcome screen then the error attempted execute of noexecute memory pop right back up. Like I said I can't do safe mode because it says I can't finish instalation of windows in safe mode
 
If you cannot even access the hard drive with a USB boot, I think there is really only one option left, and that is to completely reinstall Windows. I've been going through various Microsoft pages trying to find something else I could ask you to try, and in the end, we have already tried the ones I see there.

I also found one thread on the Microsoft forums where a lady with an HP computer tried using multiple Windows discs that HP sent her to reinstall Windows to the hard drive without formatting the disc, because she had 300GB to 400GB of data on her hard drive that was not backed up, and she said she could not lose those files, and in the end, the only way she could regain access to the hard drive was to reformat the drive during the installation process.

I wish I had a better way to resolve this, but we have tried everything that I thought might help, short of reinstalling windows.
