"Attempting repairs", can't access safe mode. [Win10]

The longest I waited for "Attempting repairs" was 3h and will leave over night if it doesn't get fixed.

I tried accessing Safe mode by pressing Shift+F8, which only opened the options to boot from my hdd or sdd. Can I somehow access safe mode from the BIOS?

No you can't in bios. do you have a usb thumb drive with windows 10 on it so you can run repair?

No I do not, but looks like I'll have to try and get it since that seems to be the best option.

Alright, got an .ISO file on a flash drive, but when I try to boot from it, it still starts automatically repairing
