Why you want to do that?

You can select logarithmic (dB) view of the amplitude scale, it may be helpful too.

In the audio file, the light blue in the center which i'm assuming it's the RMS.

how would you adjust the sections if it.

Ok in Audacity, i found out that i can go to Envelope tool and adjust the RMS light blue, but is there anyway that u can automatically adjust the rms ?

Also, how to adjust the RMS in NCH Wavepad ?
