I recently moved to a new apartment and after plugging in my computer and playing a few games, I noticed this annoying cut-out in my audio. Then, it started freezing my video and cutting out the audio.
I downloaded HWMonitor to check for any abnormalities, but I'm not sure if anything seems unusual. If anyone could help me narrow down which piece of my hardware is malfunctioning, I would greatly appreciate it.
I have noticed that when my CPU spikes above 30%-40%, the stutter occurs.

GPU: GTX 1070
CPU: i7 6700k
RAM: 32GB

Update:
I just tested Fallout 4, and although the CPU runs at a steady 50%-60% and GPU constantly above 90% running 144hz, no stutter.
