Audio and Video Stuttering/Freezing in games

I recently moved to a new apartment and after plugging in my computer and playing a few games, I noticed this annoying cut-out in my audio. Then, it started freezing my video and cutting out the audio.
I downloaded HWMonitor to check for any abnormalities, but I'm not sure if anything seems unusual. If anyone could help me narrow down which piece of my hardware is malfunctioning, I would greatly appreciate it.
I have noticed that when my CPU spikes above 30%-40%, the stutter occurs.

My setup:
GPU: GTX 1070
CPU: i7 6700k
RAM: 32GB

Please let me know if I need to provide any more information!

Update:
I just tested Fallout 4, and although the CPU runs at a steady 50%-60% and GPU constantly above 90% running 144hz, no stutter.

Fixed it! I noticed my device manager was constantly refreshing. It was showing and hiding "Speakers (Realtek High Definition Audio)". I use a USB headset and all of my motherboard audio jacks are unused. When I opened the Realtek HD Audio Manager, I noticed the front panel was detecting a headphone jack plugging and unplugging.
After disabling the front panel jack detection, the device manager stopped refreshing and my games have not stuttered!
