Question Audio crackling exactly every second

this started happening recently but, ive began noticing that the audio is making a weird crackling noise exactly when the next second strikes on windows. is this a driver or a hardware issue?

the crackling is NOT audible without sound playing, meaning it only cracks when any audio is playing.

i tried the front and back audio jacks and they both make the exact same sound.

anybody need me to record it?

You can:
try updating the BIOS if you have any pending
make sure that your OS isn't pending any updates
manually uninstalling and reinstalling the audio drivers in an elevated command
check and recheck the audio connections if you're on an analog setup

For the sake of relevance, it's a good idea to parse the specs to your build, like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model.

I'm discluding some that have no real chance of being the issue


PC RUNNING
RAM: (already tested, unlikely)
OS: WIN 10
PSU: CORSAIR CV450(around 3-4y old)
CPU: E3-1220-V2
MOBO: GA-H61M-S1
GPU: HD 5830
