Audio crackling popping on PC

Hello, the crackle and pop is constant, it almost sounds like interference. I get it through my speakers, headphones, and my wireless headphones through the optical cable so it makes me think it is my PC that is causing it. I tried switching the power strip everything is plugged into, and that didn't help.
Does anyone have any idea what it might be?

Blown Op-amp or DAC in the integrated chipset....

Best advice is to get a new sound card. The one inside the motherboard is probably fried if you get that on all of the outputs.

Ugh, that's what I feared... Is there any method to prove this out before I go through with purchasing a new sound card?
