Question Audio intermittent static - nothing has fixed it permanently

I swapped in a new SSD and a fresh Windows 11 install and have been having this obnoxious issue I cannot solve for the life of me.

Windows 11 ver 24H2
Intel i9-9900k
ASUS ROG Maximus XI HERO WIFI
32GB DDR4
RTX 3090 FE

It's probably not relevant, but the new drive is a Crucial P3 Plus 4tb NVME SSD

I've tried uninstalling drivers, reinstalling, uninstalling, deleting the files manually, doesnt work. I run headphones through an AMP/DAC combo set so I tried plugging my headphones into the PC directly, still happened. Tried different headphones, still happened. Swapped audio cables from the AMP/DAC to the PC, nothing. Installed every possible audio device driver i could get my hands on that was remotely relevant, nothing. I've done so much I dont remember it all because its been in my nightmares for days now.
 
Do you get audio static from motherboard rear audio jack or case fpa (if only fpa, check cable connection to motherboard header) or both? This only happened after installing new ssd?

Ive tried the motherboard audio, front panel audio, and my AMP/DAC that uses USB, all have the same issue. I doubt it has to do directly with the new SSD but maybe something about the Windows reinstall got messed up? Not really sure.
