Audio out of sync on all browsers

Hi I have tried everything to resolve this, after a couple minutes of watching a youtube video, twitch live stream etc the audio goes out of sync every time. I have tried disabling hardware acceleration, putting processor minimum to 100% etc uninstalled chrome and firefox etc but nothing seems to be working. Does anyone have any ideas at all? Thanks
