Question audio speeding up and slowing down when streaming

hi when im streaming music as my desktop audio its constantly speeding up and slowing down . dont matter what platform i use to stream to odd thing is the video quality is fine and im not lagging or dropping frams . using obs . dont matter what bit rate i set or encoder settings

if its a internet issue i dont understand that . beccause i can stream games with audio no issue but the second i try play music . everything goes slow or fast

r5 3600 32 gig ram 3200mhz b450 mortor max rx 6600xt m.2 storage
50mbs download and 12mbs upload . should be more then enough to stream audio

i deleted chipset and audio drivers and reinstalled them with no help . still same issue. everythings up to date

i was streaming battlefield 2042 on YT with 6000bitrate 1080p with not much issue . small pixalation when moving fast but thats expected with them settings . not putting exact encoder settings . unless really needed . that is relevant information.

now if i try stream from obs to instagram or other platform that lets you play copy right music . i get the audio issue and all i have is the webcam plus mic and desktop audio streaming same encoder setting but 720p with 3500bitrate as thats the suggested setting

its a sync issue maybe
