You could probably have a steno listen to the audio, transcribe it, then speak into the microphone, verbatum ! System does has voice recognition.

But then again, Window can also do that. Just plug the audio player to the line-in of the computer and have computer listen to it then play the audio with Window speech recognition on typing.
