[SOLVED] audio + video goes into "stuttery slow motion" ?

Hi Guys! This last while my Win10 64 bit 32gb ram + E5-2665 xeon PC has started experiencing an annoying issue: video/audio playback sometimes stutters/goes into a sort of unpleasant stuttery slow motion, which last a few seconds and then it goes back to normal, until again in 5-10-30 seconds it does the same. I've noticed it's definitely linked to either cpu\hdd usage, since the issue always tends to occur when I do something like open a new webpage, but it also just occurs randomly as well.
What can I do to troubleshoot this?

Solution
if cpu usage is high , then CPU doesnt have enough horse power, most videos are switching into more better efficient video codecs which needs more CPU horsepower if GPU doesnt have hardware decoders
but it also can be some bad driver installed
run latencymon , during stuttering it should be able to tell why it stutters..if its driver related or not

Ive got the same issue, my LatencyMon says its with HDAudbus.sys I have been trying to find a fix for 2 days straight now, but to no avail.

So I updated all possible drivers, I'm on the latest Realtek audio drivers, and what do you mean by Storage drivers? Like the actual drivers for my Samsung SSD? Because I installed the storage controllers ''Intel(R) C600+/C220+ series chipset SATA AHCI Controller''
