[SOLVED] Auto repair boot loop after scheduling chkdsk and restarting

I attempted to transfer my Windows installation to a Samsung 840 EVO SSD using Samsung's disk migration tool. It failed because of an error during defragmentation and the troubleshooting guide stated that the first step was to run chkdsk. I ran chkdsk /r in a command prompt, scheduling it for the next restart.

When I restarted, Windows booted into the automatic repair menu (chkdsk didn't run) and just reboots back into it whether I try to continue normally or to the startup settings menu. Startup Repair doesn't work. What do I do?
