I was attempting to restore my Windows to an earlier point because my USB ports stopped working. The restore wasn't able to go to completion because of some file it couldn't access from the restore point. I tried starting windows in Safe Mode using msconfig and clicking the Safe Boot option and restarting to see if System Restore would work in Safe Mode.

Now I'm stuck in a loop. On start-up windows tries automatic repair. It goes from Preparing Automatic Repair> Diagnosing your PC and ends up on a screen that says "Your PC did not start correctly". It never actually boots up in Safe Mode. From here I can either Restart or go to Advanced Options. If you have any idea how I can fix this then please let me know.

Hey thanks for replying, I'm starting to think that a reinstall might indeed end up being the only option, if at all possible I would like to avoid that but obviously but worst comes to worst the option is there.

Edit: I've managed to find a solution which worked for me, for anyone else who encounters this issue this video will hopefully be helpful

If this happened to me, I'd restore from a full system backup I made with Macrium Reflect. If you don't have one, you'll likely need to reinstall Windows. You can try booting from a Windows install disc and doing a repair first. Be sure to save any data you don't want to lose if you reinstall.
