Automatic repair loop

Whenever I go to start up my computer it says "your pc/device needs to be repaired" file:/windows/system32/download.efi
Error code: 0xc000000f

I've tried many things from the internet and none if them seem to work, for example trying to make it go to factory settings it says something is wrong and cannot reset. It's a brand new computer and I'm really annoyed

Any HELP?

Do you have a win 10 installer? If not, on another PC, download the Windows 10 media creation tool and use it to make a win 10 installer on USB - this is just a boot disk for now

try this:
change boot order so USB is first, hdd second
boot from installer
on screen after languages, choose repair this pc, not install.
choose troubleshoot
choose advanced
choose command prompt

If it helps, its not a hardware problem. Its just windows can't find a file it needs in the EFI folder on hdd. The above link should set it up.

What are specs of the PC? Did you change anything in BIOS as it might be your boot order.
