Automatic Repair restart

I have an Aspire E15.I was busy on it connected on da charger without da battery when electricity went off now it wont restart is stucked on "Preparing Automatic Repair"and "Diagnosing your PC" Please help

What happens when you take off the charger, put it back, and turn on your laptop again?

When I put back da charger it diagnose the pc and goes back 2 Automatic repair if I click restart it repeat the same thing again

There isn't any boot menu? I mean that menu to choose between startup repair and boot windows normaly
