Autoplay doesn't start

Autoplay doesn't start on my install of Windows 7 with either CDs or USB flash drives. What I mean is that there is no popup asking me what I want to do. My Autoplay settings, as configured, say "Ask me every time". I don't have any registry entries under Policies/Explorer (in fact, the folder Explorer doesn't exist). I haven't been able to find anything online about it... help!

I'm willing to list any specific type of software that's asked for, but I don't want to enumerate everything.
 
Well, I think that's autorun. Where, say, a game CD will automatically run the installer. All I'm looking for is for a popup to say, "What do you want to do?" or something similar.

I know it used to work, but at some point, the popup stopped appearing. I've just recently gotten so annoyed at that so I asked here.

I also think that it may be a software issue, like some application is doing something, but I really have no clue...
