AVC OEM Heatsink

I've been using an old AVC cooler I pulled from an old PC to save money when I built this budget system. It's done a good job cooling my i5 4590. I've not seen it go over 85 degrees when doing a prime95 stress test. However in some demanding games that will heat the CPU this can be annoying because the fan is very loud and is comparable to a vacuum cleaner.

I was thinking about purchasing a budget cooler, however I'm actually worried it's going to be worse than this cooler because the heatsink seems to be quite larger. I'm unsure and need some help.

My question I need answered is, will this make my PC quieter, along with maintaining the same temperatures, or am I better off keeping this until I can get a more expensive cooler. Keeping in mind I will never upgrade to an overclockable CPU on this PC. Another option would to buy a good fan for the same price, would that be better?

Which ITX case do you have?
The dBA (audio levels) of AVC and the Arctic are similar, starting around 23-25 dBA and going twice as loud when the CPU gets hot.
If you want a quiet unit, you should go with a cooler that starts a lower dBA and it doesn't get above 30 dBA when the CPU gets hot ....like the Reeven RC-1001 Brontes, Noctua NH-L12S, Cooler Master GeminII M4, and be quiet! Shadow Rock LP.
