Averaging 25 fps with r9 290x in GTA V?

This is my setup: http://pcpartpicker.com/p/q42kK8 I have the latest beta drivers from AMD and have trying the latest non-beta drivers. Just a note I have the operating system on an SSD and the game on the hard drive. I have seen other people with the 290x get 60+ fps on maxed out settings, granted they had a better CPU. Does anyone have anything that I can try to improve the fps and make it playable?

I have and I've gotten around 60 fps in CS:GO and the same thing with COD which aren't terribly graphically demanding but I did get around 30 in skyrim for some reason

The CPU is bottlenecking the card. I had fx 6120 overclocked to 4.6ghz and pared with a 7950 3gb same as the R9 280 and i would get 40 FPS on ultra on battlefield because the CPU couldnt keep up with the GPU.

If you have a good cooler you can try overclocking to 4.3-4.5 ghz and see if that helps
