AVX2 vs SSE Frequency?

I am reading this history of bins from Silicon Lottery: https://siliconlottery.com/pages/statistics

and I am just wondering what the difference between those two frequencies are? I have never overclocked before so I am a total newb. Which of those would be the frequency when people state they run so & so at _ _ghz stable? Are both of those relevant to me?

I just sent them a 8700k for a delidding and binning so cross your fingers for me

SSE is the "legacy" vector/packed math instruction set and AVX is the modern version. AVX can get more stuff done per clocks so if you use programs that are optimized for AVX/AVX2, those programs will tend to put out more heat than software optimized for SSE. More heat means lower stable clocks. That's why they list SSE and AVX overclocks separately.

Which is the one most commonly referred to in regards to peoples overclocks? How can you know which of those a program uses?

Most everyday software uses SSE or neither. Stuff optimized for AVX often requires that the user explicitly picks that code path.
