Then growth linearly starts to fall to zero in to steps.

The first looks like and added factor of (2-Col/30M) which is active when Col reached 30M. And somewhere after 48M it is
exchanged with another linearly falling factor which let the growth tend to zero when cool tends to 50M.

1) I tested it with my reg
2) I didn't say that only 30,000,000 can be reached but after a base has reached 30,000,000 the growth rate begin to fall. An
additoinal factor like (1-Col/30,000,000) is added so that a Scav which has growed with 12% now will grow slowlier for example
40,000,000 Scavs would now grow with a rate of 12%*(1-40,000,000/30,000,000)=12%*2/3=8%.

This is new to me. Now I will pod out my colonists when the main base reaches 30M.

12%*(1-40,000,000/30,000,000)=12%*2/3=8% can not be.

what you described would look more like:

growth=growth * min (1; 30,000,000/ Col)

I mean the factor (2-Col/30,000,000) gets "online" after Col has reached 30,000,000
