Awful FPS with 7990 and FX-8350?

This is beyond frustrating. I used to have an Alienware x51 with a GTX 670 and i7 2600, but my dad built me a new PC. As much as I appreciate his present, my FPS pales in comparison to official benchmarks and YTs with the EXACT SAME SPECS! As it was a surprise, I don't really know how my father built my PC, so I don't really know if the issue is internally in the hardware. I left my CCC settings and Bios settings to default to avoid isssues. My motherboard is the ASRock 970 Extreme3, which I have heard is low quality, but I'd be surprised if the issue is the mobo. BF4 frequently drops to 50 FPS on max settings on large maps with 64 players, whereas people with a GTX 770 are having significantly better perfromance than me. In the ESO beta, I have 25 FPS on max settings. Should I just re-install windows?

Well the I7 2600 is a better CPU and the FX8350 would need overclocking to match it and you are right on the board it is budget 990FX board not really suitable for overclocking.

Yeah, I'm saving up to buy the i7 3770k for my 15th b-day
However, I expected better performance from the 7990.

Well I believe you are seeing CPU bottleneck and the 7990 is troubled card in some games in all reviews I have seen.

Okay, I'll overclock my CPU to temporarily alleviate the perfromance issue until I get the i7 3770k. Thank you
