[SOLVED] Awful performance in almost every game on top-tier hardware

Awful performance in almost every game on top-tier hardware. Absolutely choppy, massive dips in framerate, struggling to run games that I ran better on significantly worse hardware.

Recently I decided to go ahead and finally upgrade, building a completely new computer, only the hard drives were spared the changes.

But no matter I try what the PC struggles to perform better than my old 200 dollar piece of shit rig that I was using for years. Massive FPS drops in games it should be able to handle with absolutely no matter of debate.

I am so fuming about it, I have gone through everything I can try, changing BIOS settings, every other setting I could possibly adjust in Windows, every tool I had. Literally nothing.

I've been browsing forums like this and countless guides for weeks, none of which have even put a dent in my issue. I desperately need help, I feel like I've wasted thousands of dollars.

G.SKILL TridentZ RGB Series 32GB (2 x 8GB) DDR4 RAM

I am completely at my wit's end, certain games run okay, but still not like they should.

Okay, first off do you have your monitor plugged into your RTX 2080 or into your motherboard? If you have it plugged into your motherboard then you are using the Intel integrated graphics on the 8086k, and you will have a bad time in games.

Okay, so there are a couple of other possibilities. One is that something is overheating and is thermal throttling. Download HWInfo64 and check your CPU and GPU temps, if they are at 90+ degrees then you have a thermal throttling issue.

There have also been reports of the latest Nvidia driver causing their GPUs to not go above idle clockspeeds, and that can cause performance problems, so you may want to try to use Display Driver Uninstaller to clear out your GPU driver and then try installing a different driver revision.

Pretty much everything idles around 50 degrees, stress test for a few minutes barely managed to get the CPU above 90. GPU is much the same, temperatures fine through games.

I've been having the same issues through multiple Nvidia driver versions now, but I can still try reinstalling the driver on a different revision if you think it's worth a shot.

50 degrees idle is rather hot unless you live in the Australian outback and have no air conditioning so your ambient temp is around 40 celsius. What exactly are you using to stress test? Some utilities don't generate high temps and it is still possible to overheat under gaming workloads. Might also help to know which CPU cooler you have, the 8086k is a hot running chip and lower end coolers don't do well with it.

I forgot that I am far from idle right now on my PC, it's more accurately 30-40 Celsius on the CPU.
I was using CPU-Z to stress test, just to see how hot it would get.

My CPU cooler is a Cooler Master MA410M

Yeah, CPU-Z is not really a good stress test, and if you are touching the 90s in that, you may be overheating in games, especially if your GPU is also kicking heat into your case as well. As for your CPU cooler, it's midrange at best and is only good for stock speeds, no overclocking on the 8086k. Make sure you don't have multicore enhancement enabled in your BIOS, that will pump a lot more voltage into your CPU and generate a lot more heat, more than that cooler can handle.

I'll see what the temps are in games that I struggle with, but it's very very strange because certain games that are less intensive run much worse than games that should be harder.

What temperature would you imagine it starts affecting performance at?

Coffee Lake CPUs start thermal throttling at 100 celsius. Nvidia GPUs are a bit lower I think they throttle at around 95 celsius.

Yes, clean install of Windows10 pro.
