B350 pc mate motherboard won't boot or post with an amd a8 9600 cpu loaned from AMD

Everything turns on like it's supposed to, cpu fan, gpu fan, and leds turn on, but it won't boot or post and there is no display on my monitor. I have checked the EZ debug leds, and the boot and vga lights stay on. I don't believe my graphics card is the problem because it was working fine earlier today, same with the hard drive. So i'm thinking it might be a motherboard problem? Also, the motherboard is new. Oh, and I have tried turning it on without the gpu and connecting dvi straight to the motherboard and it also won't work. I noticed that the keyboard or mouse won't light up when connected through USB also. So the USB ports seem to not be working...

I would seriously consider the PSU before going any further with troubleshooting. It sounds like a poor unit. Can you post a picture of the PSU nameplate?
You might have gotten a dead board. It happens.
But first, remove the board from the case and set it on an insulated surface. Then connect just the CPU/cooler, RAM (1 stick in 1st slot), PSU, monitor to iGPU port. Start the system by momentarily shorting the two pins that the power button would connect to. See if you get a display.

While the board is out of the case, check that you don't have an extra standoff where one isn't supposed to be. It could have been shorting out the back of the board.
 


First off thanks for the early reply, I tested out what you said by putting the motherboard outside of the case on cardboard. I plugged in only the cpu/fan and the PSU connections with the dvi cable in the motherboard slot. I also added only 1 ram stick. The results that I got were the same, boot and vga lights stay on. No post sounds or display on the screen. I'm also pretty positive on the standoff locations, they seem to be in the right spot. Would you say my motherboard is indeed dead by the looks of these results?
 


Possibly, but I was using the same PC earlier today and it was working just fine, only with a different motherboard and CPU.
 


If you did the breadboard testing correctly, I'd be inclined to say something failed on the board or the APU. Since there are a lot more individual components on the board to fail, it would be my guess. Plus, I've had numerous boards fail, but never a CPU (except ones I've killed) I presume the cooler fan spun?
 


Okay so new update, I have exchanged the motherboard at my local computer shop and they gave me a new one. I'm still having the same problem with the no booting or posting and im not getting anything on the display and the usb ports still not working. The only thing that is different now is that the ez debug led cpu and dram light flash on and off continuously. The ram is new, but could that be the problem? Also if my usb ports arent working along with the display port, wouldn't that mean there is some sort of short on the motherboard or something? Although I have checked, and nothing seems to be in the wrong place so I don't know where it would be shorting out...
 


They are mostly new. My CPU is new because it was a loan from amd, the ram is also new and is ddr4 Patriot Signature Line 2x4GB Kit 2666MHz. The 400W power supply came with my case which is about 2-3 years old. My case is the Diablotek Diamond ATX mid tower. My Hard drive is 2-3 years old now too, but just yesterday it was working fine so I don't think that would be the problem. My graphics card is a msi gtx 1050 ti 4gb and that is only like 1 year old.
 


It worked yesterday, but with my old motherboard and old cpu and old ram. With my new motherboard it never worked, I thought it was the motherboard that wasn't working so I got it exchanged at my local computer shop and I got another new motherboard which is the same model. This new one still doesn't work, Ez debug led cpu and dram flash back and forth continuously. All power cables are plugged in and I have tried to clear CMOS, still nothing, I'm getting the same results.
