B360 HD3 Motherboard - Intel i5 8600k - PC starts up & shuts down on a continous loop (NOT SOLVED//Bought NEW MOBO)

FINAL UPDATE: I bought a new MOBO, old one was faulty. So no solution (just in case anyone comes and asks)

I went to Minnesota over the summer and I bought a new CPU/Motherboard combo, new DDR4 ram and a new SSD drive. This replaces all my old (7 years old) mobo/cpu and ram combo.
All of these BTW, went through the airport xray machine for carry on luggage. I took out the MOBO (left it in its box) and put it in a tray by itself. Everything else stayed in my carry on bag (just in case this has anything to do with the problems).

I also bought a new case off new egg since my full tower was just too big.

For the past couple hours I have been reading posts about computers just starting/restarting in a loop and trying everything to make it get past THAT. It will not boot up AT ALL, not in bios, not in anything. Just press the front panel button and it starts for approx. 3 seconds then shuts off and does it on a loop. I have to turn off the power switch panel at the back to get it to stop looping. Another thing is that the red light for CPU is solid when it is doing this, but not when it powers off, only for the 3 seconds it is on.

I have tried:
- Switching ram, put 1 ram on, no ram on, different positions on the ram slots, etc.
- Replaced the power supply with a known working power supply.
- Took off the CPU fan to see if its pushing too hard down or something.
- Checked CPU placement, pins, everything with CPU.
- Took off the GPU
- Reset the CMOS
- Made sure ALL of the plugs were plugged in correctly and snug.
- Unplugged everything but MOBO, CPU & PSU
- Took the MOBO out and made sure all the standoffs were installed.

BEFORE I take it into a computer store to do it and waste money... I want to see if anyone can help me here as I wasted all this money and have none to spend having someone else fix it if its simple things I can do.

My PC:
CPU - Intel i5 8600k
MOBO - Gigabyte B360 HD3
PSU - 750 WATT
RAM - EVO Potenza DDR4 2400MHZ 8gb x2
SSD - Inland Professional SSD 480gb, 2.5" SATA 6gb/s
Computer Case - Rosewill Stryker M

Please help... I am getting discouraged from ever making a new PC or updating any parts because of this problem.

UPDATE 1: I have taken the mobo/cpu OUT of the case and tested it with no case to make sure it wasn't a shorting with the box or anything.
It completely does the same thing outside the box.
There are no series of beeps, nothing to really indicate what the problem could be...

Update 2: I went and bought a brand new motherboard and everything worked right away. I conclude that the motherboard was faulty or ended up getting hit by the x-rays and messed up on the airplane home.
 


My father installed the MOBO, I did all the wiring with his help.
When he wakes up tomorrow, I'll have him take it off and check to make sure all the standoff's are on and they are correctly done.

If this does not work, I will attempt to hook it up outside the box on a piece of cardboard and see if it runs outside the case.

Thanks for your reply! It is definitely better to have more heads and eyes on this issue when both my father and I have been looking at it for hours and scouring the internet for help.
 


So, we took it out of the case, checked the standoffs, they are indeed all on.
We tested it outside the box, just mobo/cpu and psu... Same exact thing happening.

At this point I'm done with this because idk what else it is other than a faulty mobo or faulty cpu and I definitely just wasted money.
