Hey guys I've just built a new pc but I can't seem to get it running. I press the power button and it turns on, fans start up but with no beep. After a few seconds it turns off and repeats.

I have the 8pin cpu connected and everything elae is connected where it's ment to be.

I've switched the stick of ram around every slot

The components are
650-rt power supply
I3 8100 cpu
Gigabyte gtx 1060
1 stick 8gb ram (kvr26n19s8/8)
Im using an ssd and hdd from my old build but surley that shouldn't matter

Solution
It's doubtful, but possible. I'd take the CPU cooler off, remove the CPU and make sure you didn't bend any pins when you installed the processor. You will likely need a pair of high power reading glasses or a magnifying glass to inspect them unless you have very good eyes or the damage is severe. All it takes is one pin that looks "off" or is clearly contrary to the surrounding pins to cause failures.

What is the actual brand and model number of the power supply you are trying to use and is that new, or is it being repurposed from an older build?
I'm not saying this is the case, but often, especially on newer systems, this might be normal and you should let it do so several times to make sure it is not simply the system attempting to train the memory settings.

Baring that possibility, if you've allowed to to continue for several times, I'd say five would be the most necessary that I've seen.

Try disconnecting the drives and see if the system will allow you to enter the bios. If you can get into the bios then you know the problem is likely something related to those drives from the other system. Often people still have boot partitions on their drives from the last system the drive was in and it tends to confuse the bios.

When booting a brand new system you should only ever have one drive connected and should immediately perform a clean install of the operating system as installations from other systems, unless they are using exactly the same chipset and storage controllers, is usually a recipe for failure.

So I've tried to start it with just the cpu w/ cooler, 1 stick of ram in every slot and the 8pin and 24pin both plugged in and it still dose it. I've let it run and restart around 10 times before turning it off

hey its the same person.. accidentally signed up with my partners account before lol
Anyway i guess i have faulty cpu or mobo or ram? which sucks because they are all brand new
