B450m and Ryzen 1700x won't boot

Specs:
MOBO: MSI B450M
CPU: Ryzen 1700x
ram: Ballistix Sport LT 16GB Kit (8GBx2) DDR4 3000
GPU: ZOTAC GeForce GTX 1070 Ti
PSU:EVGA Supernova 650 G3, 80 Plus Gold 650W
CPU cooler:Cooler Master MasterLiquid ML240R

I haven't installed anything in the case yet, so far I just have the above components connected. Upon switching it on, the fans spin, the EZ LED debug light sequence is as follows:
cpu light flashes turns on (red) for a second, then turns off.
Ram light stays off.
VGA light turns on (red) for a second, then turns off.
Boot light turns on (red) and stays on.

It stays like this and nothing boots. No input to monitor. I've tried taking everything apart and putting everything back together to account for properly plugged in power cables. I've reseated the CPU. I've taken out the two ram sticks and tried to boot with just one at a time.

I'm not sure how the EZ Led debug sequence is supposed to work, but I imagine each light is supposed to flash for a second one after the other. Given that the ram led light never flashes and stays off - could that be the problem?

Thanks for the reply, HDMI, and it is connected to the GPU, not the mobo.

Thanks! I'll try to dig another monitor out from somewhere. Just to confirm, the led sequence on the motherboard indicates that it should be working? Even though no ram led lights up?
