Question B450M Boot Loops after cleaning system, no POST

The Issue: My PC of about 3 years (working perfectly since it was built) was getting dusty so I decided to clean it out with an electric air duster (that should be safe with electronics). Aside from cleaning fans (made sure to hold them down while blowing), I also removed my cooler and reapplied thermal paste.
However, after putting the machine back together, I get no USB or video output, but RGB and fans turn on. System spins for about ~28 seconds and then bootloops indefinitely.
At this point, I am unsure what component is causing the issue and how to fix it. I think that it could most likely be an issue with the motherboard.

What I've Tried:
-Taking out CMOS battery and resetting
-Removing RAM and/or GPU, same issue (does this mean I can rule out GPU and RAM being an issue?)
-Reinstalling the cooler and reapplying thermal paste
-Unplugging and replugging all motherboard connectors
-Unplugging 8 pin CPU connector (this resolves the bootlooping, but causes nothing else to work)

Specs:
CPU: Ryzen 5 1600AF
GPU: Asus 1650 Super
RAM: 2x 8gb 3200 mhz XPG
Motherboard: Asrock B450M Pro4
Case: Coolermaster MB311L
Power Supply: EVGA 600 BA (non-modular)
Storage: Two m.2 drives, one SATA ssd, one hard drive

Does anyone know what could be the issue here?

If you're able to source a donor motherboard that has the right BIOS version, you could drop in your components onto it and see if that brings the system/parts back to life. If they do, then the culprit is your motherboard or rather that the BIOS on your current motherboard might be corrupt.

You should also try and source a donor PSU that ahs at least 450W of power at your entire system's disposal. If the system power back up, then your PSU is at fault.
