Will the Asrock Steel legend b550 work with Ryzen 5800x out of the box? First time building with AMD, so I'm lost. Also, do I need another cpu for updating the bios If I need to do so?

Yes it will, provided you're looking into the new boards out of the factory since September 2020. You will need at least BIOS version 1.2 for the board to support the Ryzen 7 5800x.

And even if it does you should probably update the BIOS any way because AMD has made significant changes and improvements for memory compatibility, performance and stability.

Not if it's had a BIOS update by the mfr. that makes it Ryzen 5000 compatible. Just ask the retailer if it is Ryzen 5000 ready.

Ive already bought everything besides gpu. Getting everything ready and prepared and I then I was told it might needed updated by a buddy of mine.

Will work just fine. However update BIOS directly after your build is finished for proper Zen3 CPU support. It also fix RAM speed, missing NVMe drives and 2.5G Ethernet adapter restart glitch.
