Whenever my pc runs into boot issues, I reinstall windows to make it work again. I've moved user folders like desktop, downloads, documents, photos to D drive (I use partition C for windows files) so that I don't lose them when installing a new copy of windows. Since some programs & drivers get stored only in C drive, I have to reinstall all those lost programs everytime I install a new windows in C drive. This is annoying. So, is there a way to even have these basic programs moved to D drive?

Use software like Macrium reflect to do image back ups to d drive. Don’t move anything to the D Drive, just use it to store your images and if anything goes wrong all you need to do is restore it you don’t need to reinstall Windows ever again.

and when you restore it, all your programs that you had installed will work perfectly and all your data will be intact

That serves no purpose.
After an OS reinstall, you'd need to reinstall those anyway.

Instead of this OS reinstall, why not full drive Images?
This can also be your backup solution.
