Question Backup/restore from old to new

Trying to backup Dell latitude laptop to new HP laptop using ToDo backup sw. Do restore from old to new and come up with missing operating system 3F0
Any thoughts?

are you try to restore the OS? can't run it on different hardware.

Almost certainly not gonna work.

Windows is not modular, to be moved around like that.
Especially on laptops.

The new HP came with its own OS?
If so, just install your desired applications.
