shimmering and jagged edges in every game​

OS: Windows-11 Home 64-Bit
CPU: AMD Ryzen 7 5800x3d
CPU FAN: AIO 210MM cooler
PSU: EVGA 850 PSU GOLD 80+ Gold Fully modular
RAM: 2x16gb ddr4 corsair vengeance 3200mhz
Motherboard: Aorus pro x570 WIFI
GPU: MSI gaming trio 3080 12gb
STORAGE:

Monitor: Samsung odessy g7 1440p 240hz

I noticed there were jagged edges in almost every game I played which did not happen with the previous PC I had, I used the same monitor with my older PC and now this one too. I do remember that I first had a 3060ti on my previous pc and played on 1080 24 inch everything looked fine but when I switched to 3070 there was bad AA in some games I upgraded the monitor to 1440 27inch and those were gone. After I bought this new PC all of those problems returned and are actually worse because I see jagged edges in every game, overwatch, cs and the worst is hunt which I have recorded. It doesn't fully show how bad it is on the video but all of the distant objects and even trees are shimmering and jagged, moving in the game and looking around really hurts my eyes. I tried switching my older rtx 3070 GPU to this pc and the issue persisted, so what is actually causing this broken AA? what component should I change? I'm sure now its not the GPU. I have DDU'ed around 6 times and fresh windows installed over 4 times with no difference at all. Changing any Nvidia control panel settings does nothing but makes it sharper and worse, the only thing that slightly helps is using DSR to put the resolution to 5280x1220 but my game is unplayable with the low frames.

update the bios
try checking windows

did you alter scaling dpi in Windows settings?
update all drivers and windows


are you gaming at 1440p? which refresh rate?
No, I have not touched any of the windows settings, and the dpi scaling is normal, Windows is fully updated and the DISM command tool shows that there are no corrupt files. I will check if there are any outdated drivers and update them and also the bios.

Done updating and trying other refresh rates, everything is still the same. The only thing left is trying bios update, if you think it is a certain component causing this I could try and replace it too.

Yeah, this is an old issue and so far no apparent cause or solution. Thousands of people are having this issues, some for years without even an acknowledgement from nVidia, AMD, Intel, Microsoft, whatever.
I myself tried all new hardware (literally every single piece of hardware, including peripherals) and it did not fix this issue. The only thing that helps is downscaling from a higher resolution (I play on a 1080p monitor and run most games on 1620p), which carries a huge performance cost, of course. TAA helps a bit, too. Setting Antialisaing transparency as high as it goes in your GPU settings mitigates it as well. All of these "solutions" introduce a lot of blur, unless you run your games at high resolutions.

Some people say they fixed it by replacing the whole system, some say Ryzen does not have this issue. Some even say something called "dirty electricity" is the cause. Who knows.

For most people it just started happening one day. Many people refer to it as a curse (yes, some are that desperate).

My advice - learn to live with it. Scouring the internet for a solution will get you nowhere.
