Question Bad benchmarks, good PC - Why?

So I did a UserBenchmark and my PC is performing with "low expectations." My i7-7700 is in the 19th percentile and my RTX 2070 is in the 20th percentile. I have no idea why.
Do I not understand this result? Is there something else I should look at?
Could my GPU be performing worse because my CPU is botlenecking it?

that's not how these benchmarks work.

without looking at the result it's tough to say. usually driver shenanigans or some background processes
