Bad card or drivers

I recently purchased a secondhand graphics card, GTX 660. Just needed something for my son that would be strong enough to play Fortnite and a few other games. It worked flawlessly on high settings at well over 60 frames per second. I started get some artifacting so I’ve decided just to purchase a slightly better card, the GTX 760, also secondhand.
When I first installed the card, it seems to be going smooth and would load all the way to the windows splash screen. As soon as it tries to load windows, the monitor goes to sleep and I’m left with a black screen. I can get it to boot into safe mode with no issues whatsoever which leads me to believe that this could be a driver issue. I’ve tried the last three versions of the latest driver from the Nvidia website but all have the same outcome. So my question is, based on what I said above, is this a driver issue or hardware issue?
