Bad Case Fan?

I just put together a new System. I had a Thermaltake 120mm Riing rear case fan installed, and realized my case fits a 140mm, so I replaced it with the 140mm version.

The new 140mm will light up, but the fan doesn't spin. If I give the fan blades a little help, they start to spin normally. The fan is plugged into the MB header, and the bios recognizes it spinning at 1500rpm.

The 120mm spins up every time. Did I get a bad fan?
 
It's possible that either the fan is bad or your motherboard fan header may simply not be providing enough power to get it started. Different fans needs different amounts of voltage to start spinning and the 120mm fan probably needs less power to start it. It's a smaller fan. You may need to consider a fan hub or fan controller.

According to dvtests, the riing 140mm fans need 9v startup power which is extremely high for 140mm fans. Many noctua's only need around 6v to start up so the riing takes 50% more startup power. Other 140mm fans only need around 4.5 to 5v.

Yeah, it seems like a voltage issue with the MB header. If I plug it into the Power Supply, or use the Low Noise Cable on the header - it spins up fine.
