Bad company 2 performance issues !!!

Hey folks,so my i'm having problems with bad company 2,framerate is always around 40 fps no matter what setting i choose,and when i change settings graphics dont actually change,there's no difference between low and high,i'm getting the same fps on low and on high,what's the matter,here are my specs : phenom II x2 555,radeon 6670,4 gb of ram......and dont tell me there's a bottleneck cause this is definitely problem with the game itself....so what could it be ???

Your videocard has it's limits. 40fps is a decent framerate.

to add what venjhammet said, the game needs also CPU, the game has big maps and view distance and lot of objects to process with 2 cores only
