So I just bought two EVGA GeForce GTX 460 SE cards to run as a SLI in an 3 year old setup. My average FPS with Fraps is around 42 ish.

Am I Bottle Necking? If so, apart from getting a new MoBo and CPU, are there any fixes?
Are the any BIOS settings that I need to do apart from setting SLI mode?

It seems like I had a better FPS with my older 8800GT.

I have listed my game settings and PC system below:

Game Settings:
Level of Detail: HIGH
Texture Quality: HIGH
Shadow Quality: HIGH
Effects Quality: HIGH
Anti Aliasing: 2x MSAA
Anisotrophic Filter: 2x
Vync: ON
HBAO: OFF

PC Components:
CPU: Intel Core 2 Quad Kentsfield 2.4GHz
Video Card: EVGA GeForce GTX 460 SE (x 2 in SLI)
RAM: 8 GB DDR2 800
Motherboard: MSI P7N SLI PLatinum
Power Supply: Termaltake 700 W
OS: Windows 7 Pro 64 bit

Thanks for the help!

Bull. All V-Sync does is cap the frames at your monitors refresh rate, which is 60 in most cases. It doesn't lower your frames at all if you aren't getting over 60.

I had problems with some games when I sent SLI, try checking the setting in Nvidia control panel.

I had to set the following :-

Single display performance mode
Power mode to maximum power

And don't forger to enable SLI! sounds silly but it happens.

WTF? The GTX 460 is about twice as fast as an 8800 GT. If you could run 8600GT's in quad SLI they might be equivalent to a 460.
