Bad Cpu performance

Ever since I upgraded my gpu, my cpu (An i5 8400) has been doing worse somehow. Games like BFV, Payday 2, Warhammer vermintide, have been getting really badly cpu bottle necked. Especially warhammer and payday 2, they now run worse than before. Payday struggling to get 60 frames which it easily did before hand. Now, I was concerned about the issue when it started, so I took it to a pc shop for a fix. They told me it was thermals(I am using the stock cooler), which confused me as thermals were not high when I checked. The issue still remains, as most games at 1080p will be very badly bottlenecked. So, is this just my cpu being too slow? Or is there another issue? Would it be worth my money buying a cpu cooler?

cpu: i5 8400
gpu:RTX 2060
ram: single channel 2400 Mghz
 
Your slow ram could cause issues, but shouldnt hamper performance that bad. What do your clocks and temps look like during a benchmark. Also im curious what score you get in cinebench (free). That can see what performance your cpu individually is getying.
 
not sure what GPU you had beforehand, but, the 2060 should offer 1070Ti-like performance, so, if performance went down, this must be a botched/glitched driver issue, Winblows-update-gone bad, etc...

Nuke/reinstall from orbit...it's the only way to be sure!
 


I ran cinebench and i got a 869 score on the cpu test. Is that good or bad?
 


Stays at around 3.79 ghz, at 100% use.
 


Could you link me a guide to reinstalling the os please?
