MCE is fake. It's an auto Multi Core Enhancement. For most boards what it does is remove the PL1 and PL2 power limits or sets them at rediculously high wattage numbers.
PL2 is the initial power. That's the first 27 seconds when Windows is trying to get all the drivers sorted out, all the connections made, files found and organized, all the necessary hardware synced and makes the cpu 'think' hard because you opened an app or game. It uses a lot of power for all that additional work, creates a lot of heat.
PL1 is the period after all that, the app is already running, everything sorted, all the ducks in a row, cpu doesn't have to think as hard or concentrate on really anything other than what it's doing, a lot of the initial startup services and processes are shut down as now unneeded. So the cpu does not need all the power of PL2, so relaxes it's power needs.
MCE removal of PL1 limits means the cpu is now forced to accept high power constantly, whether it needs it or can use it. High power = high heat = high temps = slow cpu, unless you have extremely good cpu cooler.
Your cpu has a lot of cores. Those cores are used as the software needs, the other cores are very lightly used, if used at all, from second to second, rotating core use and power. MCE forces high power use on all cores at all times, adding heat and power where none is necessary at all.
Think of it this way. You walk places in a store, you'll stop and stand to look at items, browse, continue walking etc. MCE effectively makes you constantly jog. Even when you stop to look at something, you jog in place, then jog to next item, jog in place. Doesn't take long and you are sweating like crazy, overheating, getting thirsty, muscles ache, feet get sore, legs burn. Out of breath. And grandma with her walker trundles right past you.
If MCE is enabled in bios, Turn it OFF.
