Question Bad FPS drops (below 60fps) with a GTX 1080 TI, i7 8700K, 16GB RAM

Hi all,

I have for the past week or so discovered that my fps drops like crazy whenever I'm playing a game, (CS:GO, Fortnite, Classic WoW - the three main games I play and have tested this on) but for some reason there's not a single misstep during FurMark's GPU Stress Test Benchmark.

I play on a 240hz monitor, and I have tried running the games capped at 60fps, 120fps, 144fps, 240fps, and unlimited frames, but the frames still keep dropping as low as 30 no matter what.

My CPU and GPU are both on the same watercooling loop, the loop is functioning fine. My power supply is 850w.

I have tried:

-undoing XMP profile in BIOS,
-reverting to previous gpu driver, and the one before that and neither worked (installed driver after using DDU to remove current ones),
-different displayport on graphics card,
-different displayport cable,
-stresstested the cpu using CINEBENCH R20 while monitoring clock speeds and temperatures of the CPU (pics will be provided),
-stresstested the gpu using FurMark's GPU benchmark using their preset 1080p settings (pics will be provided),
-tested each game with task manager open to see if anything was out of the ordinary, didnt find anything off. CPU and GPU usage were both between 28-38%,
- I noticed that task manager displayed the games as having 'very high' power usage, so I thought this might be it, but the becnhmarking apps show this as well when I run them but they don't have problems.
-have tried moving the games + their launchers onto different drives which did not solve the problem,

Have tried restoring the system to a point from a week ago to see if maybe it was the recent windows updates that messed something up, but the problem still persisted. All windows updates are now installed, all drivers are up-to date as well as latest BIOS version.

I really don't understand what is happening, my fps is dropping and performing so poorly during games, whether they're fullscreen or windowed, but benchmarks and temps are just fine.
