Question Bad FPS Drops in all games/videos

I randomly had fps issues while playing World of Warcraft one day. I started getting fps drops from around 100 to 20 fps. There is stuttering even while typing this post. I just bought a new motherboard cause i thought that would fix it but it hasnt. my pc specs are
